In an emergency, the question that matters is who has not reached safety yet. Musterd answers it straight away: anyone on site who is not yet accounted for is flagged UNSAFE, with their last known location.
As people reach a muster point, badge in or are marked safe by a warden, they come off the list, so marshals and incident managers always know exactly who is left to find.
